The vendor (Comcast) that handles the link has been notified and they are working on diagnosing the problem.

After replacing all of media converters with the same modules from IST staff, the issue of slowness of outgoing BWRC network traffic has been fixed.
Resolved as of 2012-02-23 12:40:00
